LANGUAGE: SPA ABSTRACT: When President Bush and the leaders of the US Congress signed the threaty of the "unification" of the policy towards Central America, they actually continued the policy started during the second mandate of Ronald Reagan, who developed a foreign policy based on the strategy of the low intensity conflict, where armed actions are the most important. This according to the threat formed by the existence of the revolutionary government of Nicaragua, armed guerrilla movements in El Salvador and Guatemala, and, of course, the General Noriega in Panama. In the article Castro analyses the new conservative democracies of Central American countries and the Bush government's efforts to explain the diminishing threat of the East but still existing need to maintain the leading role of the US in Central America. This would happen through a foreign policy based on legitimity and influence, using mainly political diplomatic means, but without excluding the unilateral direct intervention. Castro concludes his article stating, that the use of diplomacy to promove "pacific" changes to construct "an international democratic society" is just a "play with appearances" aplicated in a world where the ruling factors of the everyday life are the poverty, war and genocide, and where the conflicts consume the resources, and, where it is imposible to finnish the conflicts leaving their causes unresolved - this would only produce new conflicts in the ongoing decade. LANGUAGE: SPA ABSTRACT: "United States has no friends, only interests", said a long time ago John Foster Dulles. The changes in the world's geostrategy towards the 90ies are questioning the generosity of the "American friend". The article of Raul Marin gives the numbers of the US aid for 1991 to be presented for the Congress. In Latin America El Salvador and Honduras take the places as the most important countries recieving the biggest amounts of economic and military aid. But also there is an increase of the military aid for Colombia, Peru and Bolivia- where the drug war is going on. While in Latin America the stratey of Low Intensity Conflict keeps the costs low, the numbers for the Middle East look quite different. There is also an other explanation: the huge foreign debt of Latin America makes the continent not-interesting for new investments. Latin America is considered as hopeless for the next years to come. Meanwhile, during the years of 1982 and 1988 the continent has transfered 350 billions of US dollars mainly to US banks, while the inversions of the United States on the continent have fallen by 90 %.
