ABSTRACT: Kirjoitus käsittelee 30.04.1986 annettua uutta väliaikaista siviilipalveluslakia.Kirjoittaja toteaa, että siviilipalvelusta ei oikeastaan ole olemassakaan 01.01.1987 lähtien."Uudistus on malliesimerkki lainsäädännöstä, jota edeltää yksipuolinen valmistelu, pinnallinen julkinen keskustelu ja huolimaton käsittely eduskunnassa."Lopuksi käsitellään sotilasjohdon valtaa Suomessa ja kriisilainsäädäntöpakettia."Tuskin mitään muuta intressiryhmää kohdellaan Suomessa näin hyvin.On tyrmistyttävää, kuinka sokeasti hallitus, eduskunta ja tiedotusvälineet luottavat sotilasjohdon vaatimustensa tueksi esittämiin perusteisiin". The article deals with the new, temporary law of alternative national service (väliaikainen siviilipalvelusmieslaki) passed June 30, 1986.The author states that there really is no alternative national service since January 1, 1987. "The reform is a model example of legislation preceded by one-sided preparation, superficial public debate and careless reading in the Parliament". The author discusses the power of Finnish officers, and he also deals with the emergency powers act package."Hardly any other interests group in Finland is being treated so well.It is shocking how blindly the Government, the Parliament and the media accept the officers' arguments."

ABSTRACT: Raul Leis, the director of CRIES, Regional Centre for Sociological Studies, presented a lecture about the new Northamerican strategy and the role of the Southern Command, situated by the Panama Canal and its implications in the violation of the Torrijos-Carter-agreement. Being one of the biggest US commands in all the world, and the biggest in Latin Ameria, it expresses the imperial expansion of the US, and belongs to the belistic strategy of the Reagan administration, and so it is one of the central factors of the US military aggression against the nations of Central America.

The book gives the clasical military theory since Clausewitz, completes it with the experiences of Latin America, after which the author analyzes on this basis the civil war of El Salvador. The book also contains in a systematic manner the statistic information concerning the Salvadoran civil war.
