BIBLIOGRAPHIC LEVEL: part of a serial Sukunimiuudistus / Buure-Hägglund, Kaarina REFERENCE TO GENERIC UNIT (Periodica): Oikeus : No. 9., p. 257-263. - Helsinki : Suomen Demokraattiset Lakimiehet & Oikeus- ja Yhteiskuntatieteellinen yhd.( D), 1980. - ISSN 0356-4037 LANGUAGE: FIN ABSTRACT: Artikkeli kertoo sukunimilainsäännön taustasta, sukunimilaista vuodelta 1920 ja vuonna 1930 voimaan tulleesta avioliittolain nimisäännöksestä, joka velvoitti aviovaimon ottamaan miehensä sukunimen.Paradoksaalista kyllä, avioliittolaki merkitsi kokonaisuudessaan suurta edistysaskelta naiselle perustuessaan puolisoiden tasa-arvoisuuden periaatteelle.Nykyiset voimassa olevat sukunimisäännökset ovat hajallaan eri laisssa.Artikkeli käsittelee sukunimiuudistuksen vaiheet ja tavoitteet ja lainehdotuksen merkitystä.Kansainvälisesti on otettu kantaa asiaan Euroopan Neuvostossa v. 1978 ja YK:ssa v. 1979, jolloin hyväksyttiin naisten syrjinnän poistamista koskeva yleissopimus.Suomi allekirjoitti sopimuksen 1980. The article deals with the background of the surname legislation in Finland, the Surname Law of 1920 and Marriage Law of 1930 which obliged the wife to take her husband's surname.Paradoxically enough, being based on the principle of equality of the conjoints, the Marriage Law as a whole was a big step of progress for the woman.The surname regulations in force are scattered about in different laws.The article deals with the various stages of the surname reform, its objectives and the importance of the proposed bill.The issue has been dealt with on an international level in the European Council in 1978 and in the U.N. in in 1979 when the General Convention on the Elimination of All Forms of Discrimination Against Women was adopted.Finland ratified the convention in 1980. ISBN 0 314 43046 6 LANGUAGE: ENG ABSTRACT: Included in its chapters are: Historical Antecedents of Human Rights Law, the United Nations Syste, the European System, the Inter-American System, the African System and Humanitarian Law.For American classes the inclusion of a chapter on the U.S. and International Human Rights is welcomed, but is probably of less value for European classes, (except as a matter of curiosity as to the U.S. position vis-a-vis America's lack of involvement in international machinery).One area regrettably not included is the CSCE process (Helsinki accords).Given the significance of these accords that include the participation of the two super-powers, the USA and the USSR, it is a considerable oversight not to have included it in the book.Yet this is not an insurmountable problem since material on the Helsinki Accords could easily be supplemented. One chapter in the book which gives it a distinct contemporary flavour deals with non-governmental-human -rights organizations (NGO).Appropriately it discusses the significant role NGO's play in the process of protecting human rights.From my own perspective I wish this chapter would have been expanded with the possibility of including a list, if space permitted, of some of NGO's and their addresses as well as the areas of their concern.Nonetheless the discussion does adequalety serve to introduce the NGO role in human rights law and it is quite easy to provide ample example via lecture and / or supplemental materal.
