Initially, the meaning of the terms ‘territorial sovereignty’ and ‘self-determination’ is analysed. A formula is then proposed for resolving conflicts between claims of territorial sovereignty and claims of secessionist ESD, which takes into account principles of international law, international human rights law, and states’ practice in recognising secessionist ESD claims.
