It first presents the writer's general view of ombudsmen as sources of rule making. It then briefly addresses contextual back- ground factors which indicate that the Ombudsman's rule developing role was probably intended and arguably evident. The article then analyses in more detail the Ombudsman's general tools and methods for exercising a rule making impact. Two instructive examples are given: Article 226 procedures and Community contracting. An attempt to evaluate aspects of the Ombudsman's practice then follows.
