[2] This document contains a set of politically binding principles and rules of `responsible and cooperative behaviour in the field of [politico-military] security' (Preamble), which should enhance cooperation between participating states in this area. An important aspect of the Code is that it links the behaviour of the military, paramilitary and security services, and of individual persons belonging to them, to normative standards of the human dimension of the osce. The Code's inception and negotiating history, its general contents and relationship to international law, as well as the first experiences with its use in political practice, or lack thereof, have already been described and analysed elsewhere, both in writing [3] and during a seminar on the Code. Organised at the initiative of the Dutch and German Governments on 11 and 12 December 1995 in The Hague, the seminar dealt with a number of issues regarding the Code, inter alia the possible relevance of the Code of Conduct to conflict prevention.
