ABSTRACT: Folkrättskommittén har i uppdrag att utreda folkrättens tillämpning m.m under krig, neutralitet och ockupation.Kommittén behandlar de internationella avtalens likgiltighet och den allmänna folkrätten.Kommittén har haft till uppgift att särskilt studera tillämpningen av folkrättens regler, när det gäller att hänföra olika personalgrupper till särskilda folkrättsliga kategorier. I kap. 5 behandlas folkrättsliga regler i land- sjö- och luftkrig. När det gäller identifiering och utmärkning av sjukvårdspersonal, sjukvårdsmaterial och sjukvårdsenheter inom försvarsmakten, konstaterar kommittén att 1949 års Genevekonventioner innehåller bestämmelser som måste följas om man vill ha det skydd som konventionerna medger i staternas ansvar (Kap.7) I kap. 8 har kommittén redogjort för begreppet neutralitet i landkrig, sjökrig och luftkrig. I kap 9 ger kommittén en översikt över de regler och anvisningar som skulle gälla för civilbefolkningen för den händelse någon del av svenskt område skulle ockuperas, i kap.10 folkrättsregler i interna (icke internationella) konflikter, i kap. 11 information och undervisning om folkrätten under krig, neutralitet och ockupation och i kap. 12 juridiska rådgivare åt militära chefer m.m.
