Then she expresses her worry about the position of the new administration, claiming it to be, if possible, even more inflexible towards Cuba than Reagan in his last years. Bush makes abstract demands of the democratization of the Cuban society. Cuba again, finds itself in an extremely difficult situation of economic and political isolation, for the prolonged agression the development has been disorientated, the national security being the main doctrine. LANGUAGE: SPA ABSTRACT: The plan of a new kind of hegemony of the United States in Latin America has chosen Panama as the first country to prove out the strategy, where the model of the policy of Washington is created. Since the writing of the document Santa Fe II, it is possible to follow the actions realized in Panama. According to the strategy of low intensity conflict United States thinks it necessary, not only to remove general Noriega and to organize elections, but also to form a firm Northamerica-Panamanian alliance, which means a deepgoing change in the Panamanian regime. This again means the change of the constitution, the restructuration of the armed forces, new norms to control the channel and the presence of the United States' Southern Command on the channel zone also after the year 2000. The writer wants other Latin American countries to take seriously the case of Panama, because "on the palm of Panama they can read their own future destiny ... and be able to prevent the continuation of similar succeedings on other latitudes".
