ISBN 0-938579-40 LANGUAGE: ENG DOCUMENT SYMBOL: 1 ABSTRACT: In this report on Sao Paolo and Rio de Janeiro, Americas Watch finds that torture of ordinary suspects is endemic in the police precincts of both these majos cities and the states surrounding them.An effort, not entirely succesful, has been made in both states to reduce the number of summary executions by police while on duty, and off duty as a part of death squad activities. These abuses of Braziliand persist for reasons which are detailed in the report, including the acquiescence in or active encouragement of police violence by private citizens as well as public officials. BIBLIOGRAPHIC LEVEL: monograph Human rights in Ecuador / ; Americas Watch, 86 p.. - New York : Americas Watch Committee, 1988. ISBN 0-938579-59-2 LANGUAGE: ENG ABSTRACT: In the three years since president Leon Febres Cordero took office in Ecuador, there have been persistent, frequent and serious incidents of abusive conduct by the police and, to lesser extent, the armed forces. The gravest problem is the appalling treatment, including torture, of detainees by the national police. The violations are not rooted in the inadequacy of existing laws, but rather in a failure of political will. In this report Americas Watch and the Andean Commission of Jurists call upon the Febres administration to respect the rule of law, and the Ecuadoran Congress to consider legislation that would strangthen the legal protection of human rights. The Reagan administration must also exert its influence in support of democratic institutions by condemning these human rights abuses. BIBLIOGRAPHIC LEVEL: monograph The killings in Colombia / ; Americas Watch, 118 p.. - New York : Americas Watch Committee, 1989. ISBN 0-929692-18-7 LANGUAGE: ENG ABSTRACT: In the fifth report on Colombia, Americas Watch charges that paramilitary groups financed, directed and trained by drug dealers are responsible for most of the political assassinations and massacres in 1987 and 1988.Deat squad members are hired to execute leftist politicans, trade union leaders and peasant active in politics or union struggle.Americas Watch is very critical of the persistent and inaccurate notion of the so-called "narco-gerrilla" which has shaped United States policy toward Colombia. While Washington sees obvious elements of collaboraton between the drug dealers and the gerrillas, the United States make no allusion to the link between the drug dealers and political repression.
