The Dayton Peace Agreement was signed over four years ago but implementation of the agreement has been only partially successful. Separation of the antagonists has been far easier to implement than the enforced integration of the Serb, Croatian and Bosniac communities or the full restoration of human rights. Freedom of movement has been the most notable achievement of implementation, but the slow pace of minority returns and the continuation of ethnically-based violence mar the process. Implementation is also hampered by the sharp divide between functions of a civilian-political nature and those requiring more of a military involvement, the close association of the agreement with the US, and insufficient coordination between international organisations. Efforts to move integration forward through an increase in the powers of the High Representative have also drawn criticism. What has resulted is a model of intervention which should serve as a cautionary tale to those tasked with rebuilding Kosovo. 5. Human Wrongs in Kosovo, 1974-99, by Alex ]. Bellamy. ABSTRACT:. Beginning with the 1974 Yugoslav Constitution, this contribution charts a trajectory of decline in the value of a life in Kosovo to the nadir of the conflict in 1999. It points to a systematic campaign aimed at dehumanising Kosovar Albanians in the eyes of Serbs, orchestrated by Serb chauvinists in Belgrade and Kosovo. This campaign began with propaganda, continued with the removal of political, social and economic rights from Kosovar Albanians and ended with brutal violence. Because the international community failed to address their problems, the Albanians turned to violence themselves. Thus, by 1999, the value of life in Kosovo was significantly less than it was in 1974. 6. OSCE Verification Experiences in Kosovo: November 1998-June 1999, by William G. Walker. ABSTRACT:. The Kosovo Verification Mission (KVM) held a human rights mandate that was not explicit, but was supported at the outset by the majority of member countries. The Milosevic regime adopted a hardline position on the verification of human rights, yet the KVM became the de facto human rights protection mechanism in Kosovo. Despite logistical and operational difficulties in obtaining the best possible staff for human rights work, in the second phase of the Mission, from mid-December to the KVM’s withdrawal on 20 March 1999, the human rights division in particular began to ‘make a difference’. KVM verified an escalating number of human rights abuses including: right to life, right to liberty, freedom from torture and ill treatment and freedom of movement. The mission continued its work in Macedonia and Albania after its withdrawal from Kosovo, conducting over 2800 intensive debriefings of those identified as either victims of or witnesses to major human rights violations.
